CBP Launches Forced Labor Portal, Makes Electronic Submissions Mandatory

U.S. Customs and Border Protection (CBP) has officially launched its new Forced Labor Portal, a centralized online system for submitting review requests related to forced labor enforcement actions. The Portal is designed to streamline how importers respond to detained or excluded shipments and routes submissions to the appropriate CBP office, including the Forced Labor Division, Ports of Entry, or Centers of Excellence and Expertise.


Effective January 21, 2026, use of the Forced Labor Portal is mandatory for submitting the following requests:


  • Withhold Release Order (WRO) or Finding admissibility reviews

  • Uyghur Forced Labor Prevention Act (UFLPA) applicability reviews

  • UFLPA exception requests

  • Countering America’s Adversaries Through Sanctions Act (CAATSA) exception requests


Importers impacted by forced labor enforcement actions should familiarize themselves with the Portal now to avoid delays or rejected submissions once the requirement takes effect.
